Heat oil in pressure cooker on a medium flame and add cumin seeds and saute for few seconds till they turn brown in color. Add the dry red chilies, green chilies and fry for a minute and add sliced onions and fry till they turn golden brown in color. Add the chopped tomatoes and cook till tomato turn soft and mushy and add salt, turmeric powder, and garam masala and fry for few seconds. Now drain the soaked rice and chana dal and add the rice and dal in the pressure cooker along with 2 cups of water and mix it well. Cover the lid of the pressure cooker and cook on a medium flame for 25 min and turn off the flame and let the steam escape naturally from the pressure cooker.
