In a blender, add the soaked chana dal, dry red chilies, green chilies, cumin seeds and ¼ cup of water and blend to a thick coarse paste. Transfer the mixture into a deep bowl and add salt, grated coconut, and onions and mix it nicely. Divide the mixture into equal portions and roll each portion into a round flat vada. Heat the oil in a deep non-stick pan, deep-fry a few vada at a time on a medium flame and fry till they turn golden brown in color from all the sides and drain on an absorbent paper.
